Can a attorney be held in contempt of court?

If a attorney says he will draft a motion then does not do it. Causing everyone all to return to court again for another hearing. Shouldnt that attorney be responsible? It was recorded on the docket that he wanted to do it.
He purposely delayed doing the motion because he was angry he lost the motion.
