That’s a really good question — and I’m not absolutely sure.
I’d say probably not — because it’d be unethical. The attorney and paralegal bill for skilled services done on a client’s behalf. If an attorney is drafting a motion to withdrawal as counsel, I’d say he’s doing it on his own behalf — unless it’s something the client requested, or something that would actually benefit the client.
